2. Number of eligible tippers
3. How widely you tip users who aren't also receiving an allowance
4. $farther balance relative to other tippers

@herbaycity The balance boost is subtle (only 1.3x additional weight even if you hold 1 million) because I didn't want to punish active tippers who can't afford to buy more. 

Also, remember its relative to other tipper's balances. So if they buy more, your boost is diminished.
