We're kinda building something like this at Echo, but I'm not sur what you mean by settling on L1. If you buy anything on an L2 it will ultimately settle on L1. Do you have in mind where you buy in an auction on an L2 but then get the NFT an L1?

Do Frames need to be on a specific chain or can it be for any chains? I'm guessing since it's an iframe it wouldn't matter but can you leverage anything if it's not on Base?
