Almost everyone is a last-mile vendor and their networks are infinitely more spotty than Tier 1s. Tier 1s don't get it right all the time either, we know because massive outages on entire continents are a regular occurrence. MPLS lets this all happen over traditional layer 3 networks and has been virtualizing the network layer for 10 years now.
