As for now, it's available for paid users. Although, it will roll out for free and even logged out users in future on OpenAI.

You are referring to Bing AI and windows AI stuff, they are also good.
But this feature is newer and specifically used for Search functions.

Microsoft has already made chatgpt-4 free for all its users...
