Changes in Telegram policy: the possibility of reporting illegal content in private chats

Telegram has recently updated its policies and now users can report illegal content in private chats. This change moves Telegram away from its previous status of not monitoring private chats. Previously, Telegram did not process any requests related to private chats.

This update follows the arrest of Telegram founder Pavel Durov in France in late August. Durov, who was detained for four days, is under judicial supervision after his release and faces preliminary charges that could have serious legal consequences.
