1. You'll be able to send transactions with your EVM EOAs to kakarot which will abstract how things work under the hood. But you still need to have ownership of your address, you can't deploy any evm address

2. Kakarot is planning a testnet launch in Q1, but not on Starknet itself: it will be an L2 on its own.
