Introducing Top Comment @payflow cast action based on Social Capital Value by @airstack 

- install action from app.payflow.me/actions
- apply action on any cast, the top comment will be selected based on SCV
  (caster and interactor are excluded)
- pay the top comment author in app
- top comment notified with receipt

Default account Can't send, so what about the balance on the default account?
