DevRel includes a lot of things and they are different in every team. DevRel is needed to get a product to developers, help them understand it and make them love it. DevRel is whatever who is paying you wants it to be.

There are 3 core groups.

Developer Advocates
Which are usually all rounders or focused on a niche like product or marketing. There are also internal dev advocates to help internal devs to level up.

Community Managers
This group doesn't necessarily be super technical. They are usually skewed towards the community especially, while still having functions from the dev advocate core group. Especially in Web3 where communities are absolutely crucial this is a core focus.

Developer Educator

This group combines documentation, technical writing and educational/pedagogical skills to really teach people about a product or service.
