It's interesting to note that ENCODE's estimates are vastly higher than others—this stems from differing definitions of functionality. Even then, 12% remains unexplained. The term "junk DNA" was a misnomer; I don't believe geneticists ever thought all non-coding DNA was useless, especially with our understanding of introns.
