That's insane. How do they justify collateral damage though? Also guessing that pages are cheaper and easier to burn later

What collateral damage? These are pagers which explode at the hand of the a terrorist. It's pretty much the most effective way in history to eliminate terrorists with the lowest possibility for collateral damage.

Looking at some of the videos it’s shocking how precise. One of them went off on a man checking out at a grocery and the checkout clerk who was sitting a foot or so away just walked away after the blast..
