If someone has an allowance or got airdrop he can claim full amount and also give 66%(2/3) to the person he nominate. 

A(45000)- can give B(30000) and claim 45000.

B does same with C .. the cycle continues.

If K noninates A again with some allocation lets say 12000. A gets (8000) and then A can give it again to lets say D 2/3 of 8000 and claim 8000.
Then A can again
