Vitalik here explains how an L2 can verify L1 state, and vice versa. With this, it should be possible to make the contract wallet follow the state of the L1. Kinda.

I think Vitalik actually suggests using a key store on the L1. Probably the smart move.

So you upgrade your L1 wallet. To upgrade your L2 wallet you have to provide a validity proof that the resulting state will equal the contract state on the L1.

This would make it harder to have state drift. How much it costs to do this is a different question.
