This new 'delegate' has been endowed with ~3.8 million $ENS tokens. All of its voting power derives from delegations by ENS Labs to the contract.

The contract permits those individuals who have been granted permission to use it to cast 'no' votes, and only after they've signed a pledge to use this power solely to veto proposals that constitute a governance attack or violate the ENS constitution.
