The film begins with the cries of a child. The society has been plunged into chaos due to years of war, and people are suffering from poverty and destitution. The power of the ruling class is extremely centralized. Journalist Izumi lives in the poorest slum, desperately wanting to commit suicide but no one pays any attention. So she picks up a camera to record the filthy and chaotic lives of the people at the bottom of society.
