Refineries are expensive to build and can be highly specific to the oil type I.e Russian oil is high in sulfur (sour) and Texas oil isn't (sweet), two different refineries. America unlocked a bunch of energy like 20 years ago with the fracking boom and now we get a lot of oil from it plus a lot of natural gas which is hard to transport (tldr energy is cheaper here and we have biz industry around oil production) Tldr because we're good at it- it can be cheaper to send to america for refinement
