In London, Black Cabs (not Ubers) negotiated this with TfL at least 20yrs ago. They claim it is because they are "public" transport unlike private hire minicabs. Green groups and others have tried to overturn this for >15yrs, esp as bus lanes are also used by cyclists, and cabs make it dangerous.

The reminds me of the JG Ballard short story Vermillion Sands, which has "psychotropic houses" that shift in mood depending on the actions of the occupants and take on the emotions of previous owners.
