These numbers are based on trade deficit and not tariffs according to CNN. They used Vietnam as an as an example where Vietnam imports 13 billion from US and US imports 136 billion from Vietnam. To expect Vietnam to  import an equal 136 billion from US is so stupid. They just don't have that demand.
