1: "If you don’t pick a resource to defend then a raider has a 65% chance of stealing one of your resources."

How can one or more be stolen even if I'm not playing defense?

2: "On raider wins
steals 20% - 30% of the defenders score of the resource they chose."

Why is it that the above is stated but all can be taken?
