we use time_weight = SQRT((start_date - months_inactive) * full_or_part_time)

simplest proxy for "value to commons/impact/local knowledge", doesn't require overbearing evaluation tools/processes, can be audited by members, neutral, incentive compatible to the goals of the mechanism (get people to show up early and stick around long term)
