Governance of the underlying protocol. How are changes made? How will they be made long term?

I know it’s not really a driver of QDAU. But I think there’s a decent subset of users that really are attracted to to FC for the early focus on decentralisation even if maximising it is not Merkle’s main focus right at this second.
