If you are the business of gambling or porn, PWAs are fine. Also PWA that forces you to install on the Home Screen like an app is different than a mobile website.

i'm a dau of a webtoon site, and never needed a pwa to return. it's a mobile website. point is that there can be exceptions though very rare
