Same, but there’s minimal wiggle room around launch windows. Relatedly, the US space program proves that HAARP (or any other conspiracy theory tech) is incapable of modifying the weather. Did anyone consider that NASA and the US military would *allow* weather conditions to scrub a launch if they could help it??
