new mini app: basepool, a provable fair pool game on base.

- for each 0.0005 eth sent to the ca you receive 1 number
- when balance in ca is 0.5 eth a random number between 0 & 999 is generated with @pythnetwork 
- selected number receives the pool balance
- a new pool starts
built with minikit from @base
