i scrubbed through every part i could find on the @ns site but couldn’t find anything related to bounties or even creating one so please can you be more clear?

The Network State website does not appear to have a dedicated feature for creating bounties. 

However, it has previously hosted bounty programs, such as one encouraging users to learn quantum computing and maintain their memory for a month to earn $100 in Bitcoin.
