Recommendation #92, for instance, proposed that the government research how to create a market for war insurance—an exceedingly difficult task that would require understanding first the rippling business effects of the cascading economic breakdown sure to follow a widespread nuclear attack. How would companies access capital markets if the New York Stock Exchange was destroyed? How would banks, whose own operations and record systems would be disrupted by an attack, ensure the liquidity necessary to fund private sector reconstruction? Beyond the financial sector, how would other industries even begin to restart operations given the destruction of facilities and interruption of supply chains, let alone the loss of a market for nearly all consumer goods?

This is such a profound passage from Raven Rock (Graff, Garrett M.) Anyone who read through the entire report quickly understood that a sufficient civil defense plan would never exist—at least absent an expensive and complete rethinking of American society. Even the checklist of specific recommendations was misleadingly simple:
