He is all that he is, including all his values, the way his brain is wired, the way his brain has evolved because of how he thinks and experiences, the family he was born in.

Even his free will came in the package.

Can you really judge him? Can you even incarcerate him if he commits a crime, if anybody could have been him and would have done the same he did given his circumstances + free will which he also inherited?

Depends on if we value the safety of the many over the freedom of the individual (for the most part we do.) We also tend to be terrible at addressing root causes, preferring instead bandaid after bandaid.
