Yeah I think that's a good way of thinking about it. 

I think currently there is some risk in protocols/apps deciding to create their own L2. If you look at the discussion around Unichain, people are asking "is this good for UNI/Uniswap?" almost as much as they're asking "is this good for ETH/Ethereum?" 

So I think there is risk, and will be risk to going L1. BUT...if they think it will result in a higher token price long-term I think teams will take that risk.
