I find the structure of this to be backward, imo.

You should be suggested to tip the people who engaged with you the most, not the people who you engaged with the most.

Your engagement helps raise those folks up the rankings.

Those folks get higher rewards paid out as a result of your engagement.

Tips should be showing you who helped you to get that reward the most and allow you to reward those folks back.
