Help! How to fix this ! "A previous transaction is still being signed or submitted" for every account. and still persists after clearing activity data. Cannot send any transaction ...

Can you find the stuck transaction? Try finding the stuck transaction, and find the nonce. Once you get the nonce, send a small amount to your own wallet with high gas fee, and customise the nonce with the same one as the stuck transaction. That should “reset” any stuck transactions.

there is no transaction stuck because I could still send tx using other wallet with the same address without issue...

That’s strange, there has been some issues with Metamask recently for me too. I experienced a similar issue, and i tried a different browser with the same wallet and it worked.
