Since the Notes data is published, could build that market straight on top of twitter as a browser extension 

Separately id love to see Notes on an open platform. Farcaster? But step 0 is for farcaster to have content worth Noting; spice to slop ratio must increase

Community notes can shorten the cycle to maybe 12-24 hours. Prediction markets played by LLMs, with ground truth provided by community notes, can shorten it to zero.
