mueller was able to develop frameworks to coordinate 
- over 400,000 employees (about 36,000 nasal employees and 350,000 contractors) 
- 7 nasa and contractor production locations   

the apollo program was one of the most complex engineering feats in history, with an enormous network of people and facilities making it happen.
