Yes (depending on the fee of course). I think the STRK airdrop is an interesting case to think through on this point. There are a lot of scam portal/claim sites and the token was dropped to ETH stakers withdrawal addresses. So to claim the airdrop a staker will have to sign a message from their withdrawal address…

… which might contain a decent amount of ETH and other value (given that it’s the withdrawal address). So a cautious user might transfer all the value from the withdrawal address to another wallet and then claim the airdrop just to be safe. The cost of that transaction could be a target for the fee you mention…

… I.e., a user would pay for a “safe” airdrop claim transaction if the safe transaction was less than the cost of transferring their other assets to a new wallet (including gas costs and “hassle” costs). Just one example of course, but maybe some way to start putting numbers around the idea.
