I know some members of the group, they used to be very active, not so much anymore.... I should ping them to either participate or delegate since I believe they now have 10 votes

All members stopped delegating to that account, that's how I initially found it: I saw an event in the camp feed that pinguis.eth stopped delegating. Looks like ~50% of the votes are with https://www.nouns.camp/voters/0x4b1d.eth now and the other half is https://www.nouns.camp/voters/0x90dd9d99770fbdf2dea5cf367861e5eb41cfd222 (that has 100% votes against :D)
