I can only think of one college that has an actual program focused on Network Engineering (UC Boulder). I know of a couple others that claim to, but churn out graduates who -may- understand STP if they’re lucky. 
It’s just not a focus in education.

Who’s fixing this?

Pure nonsense. Companies no longer pay as much and are not willing to pay the costs to train. Students obviously understand this and go for more lucrative fields.

ETH Zurich has deep research facilities for networking and is researching to rebuild the internet with scion

though I agree unless you specialize in Master to go in one direction it's hardly covered and not at the depth needed to truely grasp it
