I’m so sorry for this awful photo… but it’s a cry for help. The neighbors keep leaving trash out! I’ve prepared an angry speech, but I never see who’s doing it. Any ideas on how to deal with this?

oh, how unpleasant, maybe video surveillance will help, but it's not a fact that after that they will stop doing this
