Hmm. Führt das nicht wieder zum selben Problem? Minimalversicherte, die den Praxen wenig einbringen, vs. Zusatzversicherte, die sich lohnen? Dann werden Praxen wieder selektiv Patienten annehmen und Termine vergeben, oder? Dann müsste der Staat iwann mit Quoten etc. eingreifen.
