The proposal on the Evmos community forum only specifies the XEN/XENFT contract addresses. FENIX was purposely designed to be extremely GAS efficient and sybil resistant so there would be no reason to remove it. https://commonwealth.im/evmos/discussion/23168-regenesis-improving-evmos-state-infrastructure
