Some of the people who are judged as spam have good quality Casts, and I would like to introduce them, but if that person is in a shadowed state, the quoted Cast itself will be hidden. I think it would be a good idea to be able to set whether or not to apply a spam filter ourselves. Then we won't need a shadowban.

Rules must be clearly stated. Penalties must be restrictive and not permanent. If you look at the world of sports, the referee warns the offender. That is how they maintain balance. Permanent penalties are not balanced.
