Some of the people who are judged as spam have good quality Casts, and I would like to introduce them, but if that person is in a shadowed state, the quoted Cast itself will be hidden. 
I think it would be a good idea to be able to set whether or not to apply a spam filter ourselves.  
Then we won't need a shadowban.
