I want an AI app where I can describe a startup and get several brand designs to choose from.

I choose one, tweak it, and get a full design system for the mobile/web app. Then I can describe new features (tables, form flows, etc) and it creates the designs or even React code for it.

Does this exist yet?

Alternatively, I can give it low fis as an input and it generates hi fis. Never missing out of error states/subtle animations/etc.

check futuretools.io and see if there's a fit. I'm fairly certain I heard Matt Wolfe on YouTube talk about such a thing or very similar but I consume so much of his content I wouldn't know where to point you.
