Ownership is almost exclusively about proximity, even down here on Earth. This effect is amplified like a million times when somewhere as remote as Mars. Whoever goes there first, the *people* will be the owners, no matter what governments, corporations, or erratic billionaires have to say about it.

in theory, it's a public good. So, in theory, no https://en.m.wikipedia.org/wiki/Space_law In practice, if you build your station in a place and someone wants that same place for their own station, there might be a bit of a kerfuffle, I suppose.
