Don't worry so much about what you need to clear the level with most of your moves to begin with. Stack those surges. 

But Dutchess how do I get surges? 

It's so simple I don't know why I didn't figure it out sooner 🤦🏻‍♀️ it's the lightning ⚡ symbols. Every time you match three of those you get a surge. And you only need three so be strategic to get the most of them on your boards. Don't try to clear them in a big chunk because it will only count as 1 surge. Try to break that down to as little as a group of three as possible. 🤓 Leave yourself about 3 turns before you start using your surges to clear the level so you don't get stuck.
