An executive can't unilaterally change the Constitution. Amending it demands approval from most states and ratification. The ERA isn't currently part of the Constitution or its 28th Amendment.

That's correct. Amending the Constitution is a complex process that requires approval from the majority of states. The ERA still awaits ratification to become the 28th Amendment.
