New feature for Warpcast notifications

- Replies from people you don't follow will be grouped into single aggregated notification, similar how we do follows

- People you follow will appear as a normal reply in your notifications feed; Warpcast plans to add more good users (based on engagement) here

I would appreciate any feedback on this feature either via casts (public) or sending me a direct cast (private).

Goal is to balance signal-to-noise ratio and making sure discovery can still happen.

need to see it in action but there are many accounts right now who just came here from Twitter who are trying to rebuild their audience. This will make that harder.

would prefer to see all replies from people who have an active caster badge or from people where we share mutual followers even if I don't follow them.
