A good illustration of why the problem of filtering out "spam" is challenging.

Most of these accounts are not spam. They are uninteresting to this particular person. One person's spam is another person's friend. It's a relative definition.

If you don’t follow these users, even with the power badge, low likelihood you’ll see them. 

And if they are really offensive, just mute.

For someone, a person is a spammer because he does not communicate with him and therefore he is not interesting to him.
When you start communicating, friendly connections appear and it is already difficult to call this person a spammer.
