This is my read, too. Maybe some signers are well informed and intentioned, but this is mostly moral panic/ attention mongering.

I am also dubious of Musk's intent, given his history with the company and present-day remarks.

It matters. It's just futile. Six months of regulatory wheel-spinning and Musk spotlighting won't change the next century of human displacement.
