I wrote a book on this, hoping for a publishing deal 📚.  Short answer: best app in my opinion is a banking app to teach them to monitor/manage their own checking account, with your supervision at first. 

There is not much research to support the efficacy of allowances. If that is the right move for your family, then you can structure it however works for your situation. Just be consistent.
