Assuming the network fees is not sponsored by Base, wouldn't "Coinbase Balance" be the default method as this "new wallet" wouldn't be funded?

In this case we’d give to option to either connect with coinbase or buy/receive crypto as part of the insufficient funds top up state.  

But yes with no funds the easiest way to complete is connect with CB, though we won’t know for sure they have an account at that time
