Is this broke? Should I glue them? Or is this normal? If I glue them, I won't be able to change the string, right?

Not broke! Hold the ball between your legs / knees, spike in right hand facing down, cups in left hand so string is taut, then slide cups onto spike while keeping tension on the string. Then twist/ muscle them back into place until tight again

The cups come off to be able to change the string. You can put the cups back onto the Ken ( the spike) and use friction to keep them from coming off.

totally normal! the part with the 2 cups is called the sarado, and the long piece is called the ken thats how you can take it apart to replace the string, or restring it through the hole on the other side of the sarado for someone who is left handed https://youtu.be/WG1pchECdz0?si=xRZDsI4k14PRiH1L

These pieces are meant to come apart for stringing the kendama, they can be reassembled easily : https://youtu.be/WG1pchECdz0?si=gVS22LHKMdTBMQq1
