According to Wiki there are a few business districts with central heating, but not a ton.
Also is another reason why so many people have forced air heat/cool; it's easy to route and essentially cheap to maintain. But not necessarily efficient and effective. I alway feel it's so hot when it's its running but cool when it's not.

In toronto, every condo I have lived in has district heating and cooling
