I’m so sorry for this awful photo… but it’s a cry for help. The neighbors keep leaving trash out! I’ve prepared an angry speech, but I never see who’s doing it. Any ideas on how to deal with this?

It's sad, when they installed cameras everywhere in our house and started posting photos of violators to the house chat, it got a lot cleaner
